MCWI Project
Hemphill has completed construction and testing of the initial phases of the system, approximately 6 months ahead of schedule. The updated status map is attached.
Hemphill installed approximately 6,006 linear feet of 24” pipe and 22,940 linear feet of 36” pipeline. Total construction cost was $15,487,897.81.
Greenbriar Digging Service completed replacement of the conflicting segment of North Hinds Water Association water main at a cost of $56,000, which was invoiced to the City of Clinton.

CRBWA Force Main Improvements Projects
FY ’23 EPA STAG ($3.2M Grant Raymond East pipeline to Southside): We have had a directional drilling subcontractor look at the required bores in the vicinity of Snake Creek and Bakers Creek, and our wetlands consultant is on site the week of September 15th evaluating an alternate route which would use permitted rip-rap crossings instead of directional bores at Bakers Creek.
FY ’24 EPA STAG ($7.7M Outfall Pipeline Segment from river to a point at or near Hwy 22 in Edwards): Our wetlands consultant is also evaluating all the stream crossings from the western terminus of the current project to the river, to try to minimize the number of bores in future phases of the project. His work will influence the alignment of the pipeline and the easements that will need to be acquired. ROWT is updating ownership maps for the parcels west of the current project in preparation for easement requests.
Future Projects and Funding
Brett Bailey was tasked with updating the Project Funding Summary, and asked for our assistance in updating the planning-level costs of the pipeline segments. We were able to review recent bid pricing for two pipeline projects in Madison County, including 10,000 feet of 30” PVC main and 20,000 feet of 24” PVC main, and also talked with several of the bidders on those projects, and are pleased to report that we are now seeing more competition and a reduction in some material and installation prices for pipeline work. Brett’s ESTIMATED COST SUMMARY reflects the updated pipeline pricing. The PROJECT FUNDING SUMMARY tracks the anticipated grants and match amounts, and provides a general accounting of the State $20 million. It is estimated that the State funds may support completion of the design and ROW acquisition services for Phases A through F and also the Raymond to Southside connection, while also providing the matching funds for the FY ‘23, ‘24 and ‘26 federal funds.
